The Nations comes against the Church

horns = kings, president, leaders
whore'= woman (church)
Beast = Nation, Government, Kingdom

Revelation 17:12 And the ten horns which you saw are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.13 These have one mind, and shall give their power and strength unto the beast.
Revelation 17:16 And the ten horns which you saw upon the beast, these will hate the 'whore', and will make her desolate and naked, and will eat her flesh, and burn her with fire.v17--For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
Revelation 18:5 For her sins have reached into heaven, and God has remembered her iniquities.
Reward her even as she rewarded you and double unto her double according to her works; in the cup which she has filled fill to her double.
How much she has glorified herself, and lived deliciously, so much torment and sorrow give her: for she said in her heart, I sit a queen, and am no widow, and will see no sorrow.
Therefore will her plagues come in one day, death, and mourning, and famine; and she will be utterly burned with fire: for strong is the Lord God who judge her.
And the kings of the earth, who have committed fornication and lived deliciously with her, will bewail her, and lament for her, when they shall see the smoke of her burning,
10 Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! for in one hour is your judgment come.
11 And the merchants of the earth will weep and mourn over her; for no man buy their merchandise any more:

Isaiah 23:1And it will come to pass after the end of seventy years, that the Lord will visit Tyre, and she will turn to her hire, and will commit fornication with all the kingdoms of the world upon the face of the earth.

18 And her merchandise and her hire will be holiness to the Lord: it will not be treasured nor laid up; for her merchandise wi be for them that live before the Lord, to eat sufficiently and for durable clothing.
